Rochester tuning

Hey guys, I need a bit of help with a Rochester on my 308. It’s a factory commodore unit which runs absolutely perfect on the primaries, it actually goes rather well and will rev out, but once you hit the throttle and open up the 4 barrel it really dies, it struggles to get to 3500 rpm! I pulled the air cleaner off it and manually opened up the throttle to see if I could see what was going on, on the primary circuit its pumping fuel but once you open the secondaries no fuel squirts in? This doesn’t seem right and not having played with a Rochester much I was wondering what you fellas think could be the issue?
