hz seam sealer

gday all you boys,

may i pls ask whether anyone can recommend what i
should do about tidying up underneath my hz plenum panel - where it comes out the sides and covers the front-top of the front doors.

it looks like there are some welds in there so i presume that stuff is seam sealer eh?

1) should i pick it out, rust treat the whole area, then use
seam sealer again?

2) is the seam sealer really necessary?...or is there something more modern i should use instead these days?

3) do i need to pick ALL the old seam sealer out? afterall, it IS 41 years old.

I would pick it all off, wire brush with drill or the like, then put phosphoric acid on it to eat/seal/etch it, then put some etch primer, reseal it with seam sealer and paint over it all again. If the rust is ONLY that bad after 40 odd years it's probably not going to be a problem area for another 40 even left as is...but that depends on what you want to do with it I guess.
