WB Statesman Steering Wheel

I was going to have a go at tidying up the tired steering wheel of my WB Statesman. Its the single spoke type - similar to early SLE Commodore steering wheels (an example pic attached). The rim of the wheel has faded in places so I was going to repaint it. Unlike the older hard plastic wheels this wheel is a bit soft and spongy. Has anyone restored one of these wheels - any tips or recommendations - what to use- what not to use?
Thanks

..but sort of is.

I needed to fix/replace my John Deere ride on seat. I used an old black office chair, but I needed to change the colour of the vinyl to yellow. I couldn't find yellow vinyl paint. (I could've had it mixed up, but I'm a tightar$e).
I had some "Satin White" vinyl paint (rattle can), so painted that over the black as an undercoat, then a cheapo $4 rattle-can yellow straight over it. It's been about 18 months, worked perfectly, hasn't chipped or rubbed off at all.
Still looks good..

if it is soft and spongy as you say I have used a needle and syringe with some quick set glue, like super glue. Syringe that in a little at the back of the wheel where it will not be seen and clean up residue while still a bit tacky. With colouring it, yes vinyl spray is the easiest or get the wheel restored by any of the wheel resto mobs around.Or do what Tim has suggested.

Before you spray with the Vinyl paint give it a spray with all purpose thinners then spray with the colour paint....what ever you DO NOT touch it after thinners is applied.....It will look new and last forever.
